Mayor and Commissioners' Workshop March 4, 2013

The Mayor and Commissioners met in a workshop meeting on March 4, 2013. All were present except Commissioner Hunker.     Among other issues, the following issues were discussed:   Scooter parking  Commissioner Coluzzi introduced the subject of a final scooter parking plan, to be considered by the Mayor and Commissioners. She stated that the proposed parking areas are close to previous proposals. She stated that the final decision of exact locations will be made by the City Manager and staff.   Commissioner Zellers led the discussion of necessary code changes. The Commissioners discussed whether scooter parking permits would be seasonal or annual, the hours of enforcement of permits, the fee for such a permit and the treatment of scooters and motorcycles in the metered parking areas of the City.  Also discussed was the definition of “scooter” and “moped”.   The City Solicitor is to draft code changes to be voted upon at the meeting of the Mayor and Commissioners on March 15. There is some concern that the City, Chamber of Commerce and others will not have enough time to properly communicate the new parking system and codes, but the Commissioners seemed to feel the new system should proceed for this season.     Lakes Commissioner Mills reviewed the issues brought forth by the Planning Commission’s Lakes report, and said he felt that the Commissioners needed to become “champions” for specific issues. He specifically stated he would champion the issue of silt fencing at construction sites.   Commissioner Coluzzi stated she wants to see setback greater than 10 feet, with exceptions for some building in that zone; Commissioner Gossett reminded the Commission that the Planning Commission is working on the issue of trees, and that he intends to will bring back a modified proposal for site plan review. Commissioner Sargent posed a question asking if the city should fund a tree inventory if the state does not fund such an inventory, and Commissioner Gossett stated that this may be a part of the Planning Commission’s work.   Communication Committee report Commissioner Mills presented several ideas from the Communications Committee for more access to “background documents” used by the Mayor and Commissioners in their meetings, and changes to the presentation of agendas.
