The Mayor and Commissioners met on May 5, 2014. The Mayor and all Commissioners were present.

Update on City-wide Reassessment - Commissioner Gossett

The Mayor reviewed the reasons for a reassessment, including the inequities of the current assessments, the need for modernizing the assessment records, the requirements of State law requiring certification of assessors, and the fact that it could be done at a reasonable cost.

Commissioner Gossett reported that 3225 properties were inspected and assessed, and valuation letters sent to the owners. A little over 3 percent of property owners have called the city hotline with questions and information, and around 2.5 percent requested meetings with the assessors. Most of these have requested to bring additional information to the assessors.

The final tax rate will be established at the regular meeting of the Mayor and Commissioners on June 20, and tax bills will be mailed in late June.

Discussion of Process and Conditions for Merger and Unmerger of Lots - Commissioner Mills

Commissioner Mills reviewed scenarios where merger and unmerger of lots may exist, and a discussion followed in which the Commissioners expressed a clear consensus that there needs to be further discussion and clarification of the process provided within the City Code.

Presentation on potential for partnering in a state-wide network of electric vehicle charging stations - Commissioner Mills

Dr. Will Kempton from the University of Delaware gave a presentation regarding charging stations. Despite the growth in use of electric vehicles, there are only 9 charging stations in Delaware, and some are not well placed or easily accessible. Their studies show that Rehoboth Beach would be a good place to establish a charging station. DNREC will pay for most of the cost of installation and the cost of charging vehicles for the first year or so. The City would own the station and be responsible for its maintenance, and have the final say on its location.

The Mayor and Commissioners discussed the need for a charging station in the City, and considered the possibility of locating it in the City or on Route 1. There was consensus that it needs further consideration, and asked that UD also talk to the Chamber of Commerce and Main Street regarding a private property owner for a charging station. They also asked the City Manager to examine this issue further.

 

Verrazano Monument

The Mayor and Commissioners discussed the offer from Nick Caggiano to light the Verrazano Monument on the Boardwalk. There was a discussion of whether or not the lighting is necessary or desirable, the cost and effort needed to maintain the lighting, and discussion of creating a process and guidelines for citizens or organizations who want to give gifts to the City. The issue will be placed on the agenda for the next regular meeting.

City Manager's Report

The City Manager reported that seasonal officers are in training, as well as seasonal employees of the Public Works Department

The next Regular Meeting of the Mayor and Commissioners will be held at 7:00pm, May 16, 2014.
