Mayor and Commissioners Meeting

March 21, 2014


The Mayor and Commissioners met on March 21, 2014. All Commissioners were present except Commissioner Zellers. Among other issues discussed and actions taken:


City Budget

The Mayor and Commissioners unanimously adopted the budget for the City for the fiscal year April 1, 2014 to March 31, 2015. The budget provides for revenue and expenditures of $17,277,851.


Deferred Compensation Plan

The Mayor and Commissioners unanimously voted to establish a deferred compensation plan for full-time City employees. The City Manager had requested such a plan in her contract with the city, and the Mayor and Commissioners felt it was best to establish such a plan available for all full-time City employees.


City Manager's Report

The City Manager reported that the Public Works Department did a good job of snow removal this week, and that it was hopefully the last snow of the season. And, in another sign that Winter may be coming to an end, the Beach Patrol began lifeguard tryouts this week.


Streets and Transportation Committee

Commissioner Sargent reported on several issues and asked the Commission for comment and direction on whether to proceed on some of the issues being considered by the Streets and Transportation Committee, including:

            Issues related to responsibility for snow removal on sidewalks - discussion included how to enforce an ordinance, the scope of any ordinance and the liability if the City is responsible for the clearing

            Whether to add bike racks in the downtown areas

            The possibility of changes to the scooter permit program, recognizing that the permit fees are included in the budget just approved. The commissioners felt the plan should not be changed now for this season, but that it could be discussed for future years.

            A potential requirement of flashing lights on bicycles. The Police Chief suggested the City keep ordinances on this issue in line with the state law, and Commissioners agreed.

            Concerns regarding the state's plans for the route of the Junction and Breakwater Trail within the City limits. The Mayor will communicate with State officials asking to engage in discussions on this subject.


Other Matters           


The Police Department will be offering a "take back" on April 26, 2014 when citizens can return unused prescription drugs for safe disposal.


A letter was sent to all property owners updating them on the ongoing activities of the property reassessment.


The Mayor and Commissioners awarded a contract for inspection and maintenance of fire hydrants in the city.
